Bali\u2019s Special Committee on Spatial Planning, Assets, and Licensing (Pansus TRAP) continued its review of major development projects this week. On Thursday, 27 November 2025, the committee carried out an unannounced inspection of the JW Marriott Hotel, Restaurant, and Spa development site in Puhu, Payangan, Gianyar. The inspection was conducted together with Bali\u2019s Satpol PP and local enforcement teams from Gianyar.<\/p>\n\n\n\n
During the site visit, officials discovered that an existing irrigation channel had been blocked. The project, which sits on a three-hectare sloped property, does have a building permit on file, but it is still registered under the previous owner\u2014Sheraton\u2014and several additional licenses required for the current development have not yet been completed.<\/p>\n\n\n\n
Following the inspection, Pansus TRAP Chair I Made Supartha announced a temporary halt to all construction work at the site.<\/p>\n\n\n\n
\u201cWe will summon the developer for clarification,\u201d he said.<\/p>\n\n\n\n
According to Supartha, the suspension was issued because the project\u2019s licensing is not yet fully in order, and the blocked irrigation line constitutes a clear violation. He also noted discrepancies between the hotel\u2019s claim of operating as a low-risk business and findings on the ground that classify the project as high-risk.<\/p>\n\n\n\n
\u201cWe\u2019ve asked them to complete all permits. At minimum, they should be ready to present the required documents when they meet with us,\u201d he added.<\/p>\n\n\n\n
JW Marriott\u2019s public relations representative, I Gusti Bagus Prayuta, said he will first report the development to upper management.<\/p>\n\n\n\n
\n\u201cWe will follow and comply with the committee\u2019s decision,\u201d he stated briefly.<\/p>\n<\/blockquote>\n\n\n\n
Next Administrative Steps<\/h3>\n\n\n\n
Bali Satpol PP Chief Dewa Nyoman Rai Dharmadi confirmed that his office will begin the formal summons process as instructed by the committee.<\/p>\n\n\n\n
\u201cThe summons will allow us to gather further clarification regarding the permits they currently hold,\u201d he said.<\/p>\n\n\n\n
Dharmadi also noted that routine monitoring of the area falls under the responsibility of Gianyar Satpol PP.<\/p>\n\n\n\n
\u201cThey are the ones who conduct direct field supervision,\u201d he explained.<\/p>\n\n\n\n
