According to provincial data, the number of domestic tourists travelling to the island in 2025 has fallen by as many as <strong>700,000 visitors<\/strong>, a decline the Bali government attributes largely to limited flight capacity and shifting travel preferences within Indonesia.<\/p>\n\n\n\n<p>Bali Governor <strong>Wayan Koster<\/strong> confirmed the downturn during a review of year-end travel readiness at <strong>I Gusti Ngurah Rai International Airport<\/strong>, ahead of the Christmas 2025 and New Year 2026 holiday period, known locally as <em>Nataru<\/em>.<\/p>\n\n\n\n<p>\u201cThe main issue is aircraft availability,\u201d Koster said in Badung on Sunday. \u201cSeats to Bali are consistently full, not because demand is weak, but because the number of operating aircraft has dropped.\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Fewer Planes, Fewer Seats<\/strong><\/h3>\n\n\n\n<p>An inspection carried out by the Bali provincial government alongside airport authorities found that several airlines are currently operating with reduced fleets due to major maintenance schedules.<\/p>\n\n\n\n<p>Indonesia\u2019s flag carrier <strong>Garuda Indonesia<\/strong>, which typically deploys 11 aircraft on Bali routes, is currently operating only nine. Meanwhile, <strong>Citilink<\/strong> has cut its Bali service capacity even more sharply, flying just six aircraft compared with its usual 11, as nearly half of its fleet undergoes maintenance.<\/p>\n\n\n\n<p>The result has been a persistent shortage of available seats, making it increasingly difficult for domestic travellers to secure tickets \u2014 even during peak holiday periods.<\/p>\n\n\n\n<p>\u201cWhen planes are reduced, seats sell out quickly,\u201d Koster explained. \u201cThis directly affects the number of Indonesian tourists who can travel to Bali.\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Domestic Tourists Turn to Java<\/strong><\/h3>\n\n\n\n<p>Beyond aviation constraints, the governor also pointed to a broader shift in domestic travel behaviour. Improved toll road networks across Java have made land-based travel more attractive, particularly for families seeking more affordable and flexible holiday options.<\/p>\n\n\n\n<p>\u201cThis is a natural trend,\u201d Koster said. \u201cWith better toll roads in Java, people find it easier and cheaper to travel by car rather than fly.\u201d<\/p>\n\n\n\n<p>As a result, several destinations across Java have seen increased visitor numbers, while Bali \u2014 traditionally reliant on air travel \u2014 has felt the impact more acutely.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>The Numbers Behind the Decline<\/strong><\/h3>\n\n\n\n<p>By <strong>26 December 2025<\/strong>, Bali had recorded <strong>9.2 million domestic tourist visits<\/strong>, with projections suggesting the year will close at around <strong>9.4 million<\/strong>. Governor Koster stressed that Bali\u2019s tourism strategy is increasingly oriented toward the global market \u2014 and the numbers appear to support that approach.<\/p>\n\n\n\n<p>Between <strong>1 January and 26 December 2025<\/strong>, Bali welcomed <strong>6.9 million international visitors<\/strong>, with total arrivals expected to reach <strong>7.05 million<\/strong> by year\u2019s end \u2014 an increase of roughly <strong>700,000 foreign tourists<\/strong> compared with earlier projections.<\/p>\n\n\n\n<p>According to Koster, this shift has helped stabilise Bali\u2019s economy, particularly in terms of hotel occupancy, length of stay, and visitor spending.<\/p>\n\n\n\n<p>\u201cIf people say Bali is quiet, the data says otherwise,\u201d he said. \u201cIt\u2019s not empty. In many areas, it\u2019s actually very busy.\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>A Different Kind of Crowded<\/strong><\/h3>\n\n\n\n<p>For Bali, the issue is not a lack of visitors, but a change in who is coming \u2014 and how they arrive.
