The goal was clear: reduce landfill pressure and push households toward waste separation.<\/p>\n\n\n\n<p>But in practice, the transition has been uneven\u2014and in some areas, counterproductive.<\/p>\n\n\n\n<p>Across parts of Bali, residents have begun burning household waste or dumping it into rivers, creating a new layer of environmental risk just days after the policy took effect.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>A Policy Meets Reality<\/strong><\/h3>\n\n\n\n<p>The organic waste ban assumes a system that is not yet fully in place.<\/p>\n\n\n\n<p>Households are expected to separate waste. Organic material should be processed locally, not sent to landfill. But for many residents, especially in dense urban areas, there is no immediate alternative.<\/p>\n\n\n\n<p>Organic waste decomposes quickly in tropical heat. Within hours, it produces odor, attracts insects, and becomes difficult to store.<\/p>\n\n\n\n<p>Faced with that reality, some residents are choosing the fastest solution available\u2014not the most sustainable one.<\/p>\n\n\n\n<p>Burn it.<br>Or throw it away.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Government Response: Between Tolerance and Enforcement<\/strong><\/h3>\n\n\n\n<p>Governor Wayan Koster acknowledged reports of increased waste burning but offered a nuanced response.<\/p>\n\n\n\n<p>Not all burning, he said, should be treated equally.<\/p>\n\n\n\n<p>\u201cI heard there are people burning waste. But not all burning is bad. If it\u2019s wood or bamboo from religious offerings, that\u2019s not a problem,\u201d he said in Denpasar on April 7.<\/p>\n\n\n\n<p>At the same time, the government is drawing a firm line on non-organic waste.<\/p>\n\n\n\n<p>Burning residual or inorganic waste remains strictly prohibited, with authorities preparing enforcement measures, including minor criminal penalties (tipiring), in coordination with police.<\/p>\n\n\n\n<p>Denpasar Mayor IGN Jaya Negara reinforced that stance, stating that residents will no longer be allowed to burn waste independently. According to the city\u2019s Public Works and Spatial Planning Office (PUPR), crews are now removing up to 7 tons of waste from rivers each day.<\/p>\n\n\n\n<p>\u201cClearly there is an increase,\u201d said Ketut Ngurah Artha Jaya, head of water resources at the agency.<\/p>\n\n\n\n<p>The reason is not difficult to trace.<\/p>\n\n\n\n<p>Residents who cannot store organic waste\u2014and cannot send it to landfill\u2014are discarding it into rivers as a last resort.<\/p>\n\n\n\n<p>The environmental implications are immediate: blocked waterways, increased flood risk, and contamination in areas downstream.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Operational Strain on the Ground<\/strong><\/h3>\n\n\n\n<p>The policy has also created new challenges for sanitation workers.<\/p>\n\n\n\n<p>Waste recovered from rivers is rarely sorted. Organic material produces methane, a potent greenhouse gas, when left to decompose in landfill conditions.<\/p>\n\n\n\n<p>But the effectiveness of such a policy depends on timing.<\/p>\n\n\n\n<p>In Bali, the ban has been implemented faster than the supporting infrastructure.<\/p>\n\n\n\n<p>Composting systems are limited. Community-level processing is uneven. Public understanding is still developing.<\/p>\n\n\n\n<p>The result is a gap between policy and practice.<\/p>\n\n\n\n<p>And that gap is now visible\u2014in smoke rising from burned waste, and in rivers carrying what landfills no longer accept.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>What This Means for Residents, Expats, and Travelers<\/strong><\/h3>\n\n\n\n<p>For visitors and expatriates, the effects may not be immediate\u2014but they are not distant either.<\/p>\n\n\n\n<p>Waste management in Bali is not isolated from daily life.
