DENPASAR (November 26, 2025) — In a dramatic announcement that could reshape Bali’s development future, Agrarian and Spatial Planning Minister Nusron Wahid declared a total moratorium on agricultural land conversion during an impromptu press conference with journalists in Denpasar on Tuesday.
The minister’s urgent tone underscored the gravity of the situation, as he revealed an emergency meeting scheduled for Wednesday (November 27) with Bali Governor Wayan Koster and all regents across the island to address what he termed Bali’s “dangerous” land conversion status.
Immediate Action Timeline
Speaking to reporters on Tuesday afternoon, Minister Wahid confirmed: “Tomorrow, November 27th, I will meet with Governor Koster and all Bali regents to implement immediate measures for agricultural land restoration. This cannot wait.”
The timeline signals the government’s unprecedented urgency in addressing land conversion that has seen Bali fall dangerously behind national targets for protecting food and sustainable agricultural lands (LP2B).
Bali’s Critical Shortfall
Citing data from Presidential Regulation No. 12 of 2025, Wahid revealed that while LP2B should constitute 87% of total Strategic Agricultural Land (LPS), Bali currently stands at only 62%—a 25-point gap that places the island’s food security and environmental sustainability at risk.
“Bali’s situation requires immediate intervention,” the minister stated, addressing journalists at Denpasar’s Aryaduta Hotel. “The 62% figure is alarming and demands corrective action starting tomorrow.”
