Badung Police’s Traffic Unit (Satlantas) has explained why investigators did not immediately detain Turkish national OSA, 49, following the multi-vehicle collision he caused in Kerobokan, North Kuta District, on Monday, July 13, 2026. According to police, they needed time to gather sufficient evidence before formally naming the Daihatsu Rocky driver a suspect.

“At the time, there were still some evidentiary requirements that had not been met for us to name a suspect. So we couldn’t rush it, that doesn’t mean we released him, but we implemented a mandatory reporting requirement,” said Badung Police Traffic Unit Chief AKP Ni Luh Tiviasih at Badung Police Headquarters on Friday, July 17, 2026.

A Staged Investigation Process

Tiviasih emphasized that handling the case, which involved a total of four vehicles on Jalan Mertasari, Kerobokan Kelod, had to be conducted in stages. She said gathering witness statements was the primary focus for officers before detaining OSA.

“Because this is a process involving several vehicles at that location, our handling of it had to remain staged. So first we secure the scene, conduct an investigation, then gather witnesses to fulfill evidentiary requirements,” Tiviasih said.

Once investigators determined sufficient evidence had been gathered, the case was elevated to the formal investigation stage, ultimately leading to the middle-aged man’s official detention. The suspect designation for the foreign national was formally issued in the early hours of Friday, following a case review process.

“The case was elevated to formal investigation on July 14, then on July 16 we held a case review to determine the suspect status, and by early this morning he was officially a suspect. He is currently in our custody at Badung Police Headquarters,” Tiviasih stated.
