BALI, Indonesia — Today, travelers debate whether Bali’s future belongs to Canggu, Uluwatu, Pererenan, or the emerging coastlines of Tabanan.
A century ago, none of those places mattered.
There was no international airport. No beach clubs. No digital nomads working from cafés. No luxury villas perched on cliffs. No influencers chasing sunsets for millions of followers.
There was only an island that much of the world had barely heard of.
Yet somehow, Bali succeeded where countless tropical destinations failed. It became not merely a place people visited, but a place people imagined.
That transformation did not happen by accident.
Modern Bali was built over decades through a remarkable convergence of colonial policy, artistic vision, entrepreneurial ambition, and cultural resilience. And if the story has a beginning, it begins in two very different places: the rice fields of Ubud and a lonely stretch of beach in Kuta.
Together, they created the Bali the world knows today.
The Colonial Dream
Long before Bali became a global tourism icon, Dutch colonial officials recognized something unusual about the island.
Unlike much of the Dutch East Indies, Bali possessed a living Hindu culture, elaborate temple rituals, distinctive architecture, dance traditions, and artistic practices that appeared untouched by the rapid modernization occurring elsewhere in Asia.
Rather than industrialize the island aggressively, the Dutch pursued a different strategy. Bali was promoted as a cultural showcase, a “living museum” where visitors could witness what colonial authorities portrayed as an authentic and timeless society.
The idea was commercially successful.
But it also created a powerful global narrative.
Bali became more than an island.
It became an idea.
“The Last Paradise.”
That image would shape global perceptions of Bali for generations.
The Artists Who Introduced Bali to the World
The colonial vision may have introduced Bali to outsiders, but it was artists, writers, and cultural figures who transformed curiosity into fascination.
Among the most influential was German artist Walter Spies, who settled in Bali in the late 1920s. His home in Ubud became a gathering place for artists, anthropologists, musicians, and travelers from around the world. Through his paintings, cultural collaborations, and deep engagement with Balinese society, Spies helped shape the romantic image of Bali that still endures today.
Many historians argue that no foreign artist played a greater role in introducing Bali to the international imagination.
The island’s reputation grew even further when Mexican artist and writer Miguel Covarrubias published The Island of Bali in 1937. The book offered one of the most detailed and captivating portraits of Balinese life ever written for Western audiences. For many readers in Europe and America, it became their first encounter with Bali.
The myth of Bali was becoming global.
In the decades that followed, artists such as Antonio Blanco, Han Snel, and Arie Smit would continue building that reputation.
Blanco transformed Campuhan into a center of artistic expression and international intrigue. Han Snel blended European and Balinese influences into a style that attracted collectors from abroad. Arie Smit inspired the celebrated Young Artists movement, helping local painters develop vibrant styles that found eager buyers across Europe and beyond.
For the first time, Bali’s cultural identity was becoming an economic engine.
Art was no longer merely cultural expression.
It became a bridge connecting Bali to the world.
Sukarno and the Birth of a National Showcase
Following Indonesian independence, Bali’s importance grew even further.
President Sukarno frequently showcased the island to visiting dignitaries, diplomats, and foreign guests. Long before tourism became one of Indonesia’s most important industries, Bali was already being presented as one of the young republic’s cultural treasures.
The island became a symbol of Indonesia itself: diverse, artistic, spiritual, and welcoming.
The foundation for international tourism had been laid.
What Bali needed next was infrastructure.
Before Canggu, There Was Kuta
If Ubud’s rise was driven by art and culture, Kuta’s transformation was powered by something entirely different.
Infrastructure.
Investment.
And one hotel.
Today, it is difficult to imagine Kuta as anything other than one of Bali’s busiest tourism districts.
But half a century ago, Kuta was a very different place.
Coconut groves stretched toward the shoreline. Dirt tracks cut through the landscape. Fishing boats rested on the sand where tourists now gather every evening to watch the sunset.
Local residents still remember a coastline that felt isolated from the rest of Bali.
Then, in 1971, Kartika Plaza Beach Hotel opened its doors.
At the time, it stood almost alone.
“There were no other hotels around us,” recalled longtime staff member Riska during anniversary commemorations. “The area was still largely forest.”
Developed through INKOPAD, the Indonesian Army Cooperative, the property initially operated as a modest two-star hotel with only 52 bungalow-style rooms.
At the time, the project was considered a gamble.
International tourism remained relatively small, and few could have predicted that Kuta would one day become one of Southeast Asia’s most recognizable beach destinations.
Yet the hotel did something important.
It signaled confidence.
It told investors, businesses, and travelers that Bali’s southern coastline had a future.
And others followed.
The Tourism Boom
The decades that followed transformed Bali beyond recognition.
In the early years of modern tourism, international visitor numbers were measured in the thousands.
By the late 1980s, foreign arrivals had surpassed half a million visitors annually.
By the early 2000s, Bali had become one of Asia’s premier tourism destinations.
In 2025, the island welcomed more than six million international visitors, alongside millions of domestic travelers, making Bali one of the most visited destinations in Southeast Asia.
Ngurah Rai International Airport evolved from a modest gateway into one of Indonesia’s busiest aviation hubs.
Hotels multiplied.
Restaurants expanded.
Entire communities became intertwined with tourism.
The hotel that once stood nearly alone on Kuta Beach eventually became Discovery Kartika Plaza Hotel, one of the island’s best-known hospitality landmarks.
But its greatest significance lies not in its size or luxury.
Its significance lies in what it represented.
A beginning.
The Irony of Success
One of the most fascinating aspects of Bali’s tourism story is how quickly its center of gravity keeps moving.
Today, many travelers see Canggu as Bali’s creative capital.
Others believe Uluwatu represents the future.
Developers increasingly speak about Pererenan, Nyanyi, and Tabanan.
But history offers an important reminder.
Every generation believes it has discovered Bali’s next frontier.
Before Canggu, there was Seminyak.
Before Seminyak, there was Legian.
Before Legian, there was Kuta.
And before Kuta became fashionable, it was simply a beach.
The cycle continues.
Places once considered remote become crowded.
Places once overlooked become desirable.
Bali constantly reinvents itself without ever fully abandoning its past.
The Price of Paradise
Yet Bali’s success has never been without consequences.
The beaches that once hosted only fishing boats now struggle with seasonal waste and overcrowding. Rice fields that inspired generations of artists have given way to villas, cafés, and resorts. Roads designed for villages now carry millions of visitors every year.
The irony is impossible to ignore.
The island once promoted as a “living museum” now faces the challenge of protecting the very culture and landscapes that made it famous.
Whether Bali can preserve its identity while accommodating its popularity may be the defining question of the next fifty years.
The Story Continues
Half a century later, visitors may gather in Canggu cafés, watch sunsets from Uluwatu cliffs, or retreat to wellness sanctuaries in Ubud.
But whether they realize it or not, they are still following a path first carved by artists in the rice fields of central Bali and pioneers on a quiet beach in Kuta.
One path looked inward, toward culture, spirituality, and artistic expression.
The other looked outward, toward the sea, infrastructure, and global tourism.
Together, they created one of the most successful tourism stories of the modern era.
The next chapter, however, may not be about how Bali grows.
It may be about how Bali protects what made the world fall in love with it in the first place.
