BANGLI, Bali – Indonesian authorities say they spent days watching a suitcase travel across airports, highways, ferry terminals, and provincial borders before moving in to make arrests on the resort island of Bali.
The operation ended Friday in central Bali, where narcotics officers detained two Russian nationals accused of attempting to transport 7.8 kilograms of hashish through Indonesia.
The suspects, identified by authorities as Kochetkova Kira, 51, and Sergei Khlebushchev, 39, were arrested in Kayubih Village, Bangli Regency, following what officials described as a controlled delivery operation coordinated between Indonesia’s National Narcotics Agency (BNN) and customs authorities.
“We successfully secured two foreign nationals from Russia,” BNN Chief Commissioner General Suyudi Ario Seto said Saturday.
Authorities also seized passports, mobile phones, and a red Daihatsu Raize allegedly used during the operation.
A Suitcase From Thailand
According to investigators, the case began not in Bali but nearly 1,000 kilometers away at Jakarta’s international gateway.
Customs officers at Soekarno-Hatta International Airport alerted narcotics investigators after identifying a suitcase allegedly containing hashish that had arrived from Thailand.
Authorities believe the luggage was being transported by Kira and intended for distribution in Bali.
Rather than immediately confiscate the shipment, investigators chose a different strategy.
They watched.
BNN’s interdiction unit, working alongside customs officers, launched what authorities described as a controlled delivery operation, allowing investigators to monitor the movement of both suspects and cargo while tracing where the route would ultimately lead.
From Java to Bali
Investigators say Kira traveled toward Bali using a rental vehicle.
According to BNN, she crossed from East Java to Bali via the Ketapang-Gilimanuk ferry route during the early hours of the morning, departing Ketapang at approximately 1:30 a.m. and arriving in Gilimanuk roughly ninety minutes later.
Authorities say Sergei was waiting.
The two then continued toward central Bali while investigators followed.
The operation reached its conclusion along Dusun Kayang Road in Bangli Regency.
According to authorities, Sergei dropped Kira and the suitcase containing narcotics before attempting to leave the area.
“Officers immediately conducted a pursuit and successfully carried out the arrest,” Suyudi said.
A Significant Seizure in a Country With Severe Drug Laws
The quantity seized — 7.8 kilograms of hashish — is substantial in a country that maintains some of the world’s strictest narcotics laws.
Hashish, a concentrated cannabis derivative, is classified under Indonesian law as a Category I narcotic, placing it among substances considered to have high abuse potential and no approved medical use.
Drug trafficking offenses in Indonesia carry severe penalties that can include lengthy prison terms, life imprisonment, and in certain cases, capital punishment.
Authorities have not publicly disclosed whether investigators believe additional suspects were involved or whether the alleged shipment formed part of a larger trafficking network.
Investigation Continues
For now, both suspects remain in custody while investigators continue examining how the narcotics entered Indonesia, who was expected to receive them, and whether Bali was the final destination or merely another transit point.
What authorities know with certainty is that the operation began with a suitcase flagged in Jakarta.
It ended hundreds of kilometers away on an island better known for beaches and tourism than controlled delivery operations and narcotics surveillance.
The investigation, authorities say, is continuing.
