Indonesia is preparing to transform Benoa Port in Denpasar, Bali, into a marina capable of accommodating up to 188 yachts, part of a broader push to attract high-spending international tourists to the island.
The development, part of the Bali Maritime Tourism Hub project, will begin with the relocation of fishing vessels currently operating out of Benoa Port, according to Coordinating Minister for Infrastructure and Regional Development Agus Harimurti Yudhoyono (AHY).
Fishing Fleet to Move to Jembrana
“One of the things that must be done is the relocation and reorganization of fishing vessels currently in that area. They will be directed to Pengambengan Port, which falls under the Ministry of Marine Affairs and Fisheries’ responsibility,” AHY said on Tuesday, July 21, 2026, referring to the National Fishing Port (PPN) in Pengambengan, Jembrana.
Once the fishing vessels are relocated, the Benoa Port area will be freed up for marina development, designed to accommodate up to 188 yachts of varying sizes. The plan also includes berthing facilities for up to five large cruise ships.
“The potential is to accommodate up to 188 yachts across various scales, including super and mega yachts, in terms of both size and classification. There will also be development of berthing facilities for large cruise ships, up to five vessels,” AHY said.
Targeting High-Spending Tourists
AHY said the development is intended to attract more international visitors, particularly high-spending tourists. To that end, the marina area will be equipped with facilities designed to enhance visitor comfort during their stay in Bali.
“We will also develop entertainment facilities, shopping malls, shopping centers, open parks, green open spaces, and of course spaces that are safe and comfortable for anyone who visits,” he said.
A Bet on Global Yacht Demand
AHY said the Benoa Port redevelopment takes into account rising global demand for yachts. According to industry studies, global yacht demand has grown at a compound annual growth rate (CAGR) of approximately 7.5% year over year.
He noted that yacht tourists tend to stay in a destination for extended periods, creating potential for significant economic impact. “Based on studies, there’s been an increase of around 7.5% CAGR year over year in global yacht demand. And if we can capture a portion of that here, why not?” he said.
Timeline and Environmental Considerations
AHY said the Benoa Port development is targeted to be fully operational by the end of 2028, with construction proceeding in phases while accounting for environmental sustainability.
“It’s planned for 2028, by the end of 2028 it will be fully operational, but the phases begin right here where we’re standing, and development will continue in a professional manner while meeting sustainability principles,” he said.
